EU-Inc: is the EU’s startup booster losing steam? Take our poll.

With EU-Inc, the EU wanted to help European businesses and startups scale across the entire single market. But loopholes and concerns over worker’s rights keep stalling the initiative.

EU-Inc wants to create one single, fully digital framework that lets startups bypass the red tape of 27 different legal systems and operate seamlessly across the entire single market. By introducing this unified "28th regime," the EU wanted to stop the flight of top tech talent and venture capital to more integrated markets like the US.

But the initiative has run into some roadblocks. Member states are protecting their sovereign tax laws and corporate registration systems, while trade unions are protesting to warn that a unified corporate framework could allow companies to bypass national labour protections and weaken collective bargaining rights.

Because of these issues, the initiative is losing steam and facing a severe backlash from the very tech founders and investors it was designed to help.

In October 2026, the grassroots EU-INC campaign (backed by over 26.000 startup leaders from companies like Stripe and Klarna) warned that months of closed-door negotiations have heavily watered down the proposal. The tech community cautions that crucial features, such as a unified employee stock option framework and a single tax regime, are being stripped away. They warn that Europe risks creating a hollow, "useless" compromise that offers fast online setup but still leaves businesses fragmented.

To break the deadlock and prevent the law from being permanently diluted, European Council President António Costa announced a special EU leaders' summit for February 2027 dedicated specifically to European competitiveness and driving the legislation forward.

Can EU-Inc fix it loopholes? Would this fix the fragmented EU startup ecosystem? Our poll is anonymous and takes only a few seconds to complete. The results will be featured across XL's EU-wide coverage, including videos, articles and newsletters, and will help shape our reporting as we examine how Europe can secure its position in the age of artificial intelligence.
