Public-private partnerships are becoming an increasingly important part of Azerbaijan’s plans for economic development, bringing private investment, technology and expertise into strategic projects. Potential areas range from renewable energy and logistics to digital infrastructure, water and waste management, tourism and social infrastructure.

Speaking on Business Horizons, Zamir Dibirov, Head of the Project Management Department at the Ministry of Economy of Azerbaijan, highlighted the role of PPPs in supporting economic diversification and attracting investors. On location, Uygar Durgunay, Executive Managing Officer at ACWA Power, said its desalination project reflects the importance of long-term cooperation and trust between international investors and the government. As the PPP programme expands, the model is expected to support investment, jobs and new infrastructure.
